Fixed godmode issue.

Updated the maximum limit to be customizable within the configuration settings. Introduced two new commands: /addcomms and /changecomms. The /addcomms command enables an admin to add a specified amount of communications (comms) to the existing total, thereby calculating and displaying the updated total. The /changecomms command allows an admin to directly set the comms to a specified figure. Addressed a bug that prevented users from being released and added a feature in the /endcomserv command for immediate release without any delay. Now, users can customize the release location by entering their own coordinates. Enhanced the system further with improved webhook support and distinct permissions for various commands. Additionally, implemented a restriction on using car spawns to bypass the community service 'animation' process. And Many more minor updates.

Changed Separated Configs (Client, and Server). This makes it so that modders cant dump the script and get your webhooks.
